I've also come across this problem. I'm using a relatively recent maven cvs version
(7/11/2002 i.e. after b7).
I'm attaching the relevant files.
I've tried changing the noop goal to reactor:noop and then to a standard goal. It
appears it is finding the noop but the ${reactorProjects} var is still empty.
Sorry about the two previous comments. I'm new to jira and I thought the attachment
comments would appear next to each attachment. :)

Description:
Using reactor and texen in the same or similar manner as jakarta-commons project will
not work due the following reasons:
1) The noop goal is not longer avialable in reactor.
Workaround: Use another goal in each maven.xml (or a standard goal)
2) The texen:generate tag used to build the navigation.xml based on the subroject
complaints that there is _no_ controlTemplate. But there _is_ a control template. I'd
check this 50times ;-).
