It appears that the httpunitwithJTidy.jar is a newer version of httpunit than the one that ships with Cactus. Cactus has 1.4, while the lastest version is 1.5.1 and supports Javascript. I can delete the httpunit from cactus and put a dependency on httpunit 1.5.1 to solve this.
