Description:
The change from the default schema of 1999 to 2001 that happened in the change from 
2.2 to 2.3 broke some code - mine included. I was building some code that needed 2.2, 
thought 2.1 would do, and was surprised to see the 2001 schema being used in the 
packets. A quick decompile of Constants.class showed that this was, indeed, SOAP 2.3. 

I've marked this one as major as it will break code moving to maven, but all thats 
needed is a name change of the jar on ibiblio.

PS Can we have soap 2.2 up there too please? Its handy for legacy, er, crap. ;)

PPS might be worthwhile adding an 'ibiblio' component for tracking jar requests, 
there've been a rash of them on maven-user recently.
