Here is an overview of the issue:
---------------------------------------------------------------------
        Key: MAVEN-218
Summary: JXR creates xref files for test classes, but javadoc doesn't - hence
broken links in xref area
       Type: Bug

     Status: Assigned
   Priority: Major

 Time Spent: Unknown
   Estimate: 0 minutes

    Project: maven
  Component: None

   Assignee: Jason van Zyl
   Reporter: Ben Walding

    Created: Sat, 25 Jan 2003 5:18 PM
    Updated: Sat, 25 Jan 2003 5:18 PM

Description:
When JXR runs it generates xref files for all classes including test cases.

All go into the same directory tree (which could cause collisions between source and
tests!).

However the javadoc is not generated for those classes leading to broken links in the
xref area (the View Javadoc links).
