I'm using Starteam as well so I may be of some help.  I actually wrote a
complete Ant suite for Starteam without knowing that someone else had
already written one for the upcoming release of Ant. Doh.  Anyhow, let
me know if you need me to share the workload.

If you look at the project.xml file for maven itself, the <repository>
element in particular, you'll see that we're using a something akin to
an url for the connection. We would like different SCM systems to be
usable but we all use CVS so that's what you get. Look at the
org.apache.maven.project.repository package. It's not hooked and we have
hardwired CVS the use of CVS for now but if someone put a little work
into it Maven can certainly work with SCMs other than CVS. It's not at
the top of my priority list, someone else might want to work with you
though.
