Cool idea. When building formal releases maven could use the minimum version as the actual version to to build with. But ideally we would all move to 1.4 (heh heh).

ie) HttpClient currently doesn't compile in JDK 1.3. They could specify
their version as 1.4+. Commons Lang does not work in JDK 1.1, so they
could specify 1.2+ etc.
