That's a good question.  Although I don't recall exactly, I think it had to have 
something to do with getting Intellij to use it properly.  Sourceforge cvs took some 
hacking.  Too bad I can't delete everything and start over.

Why are you storing your code under CVSROOT?

Typically, CVSROOT is reserved for CVS server specific configuration.
