It used to be possible to have multiple <database> tags per file.  As
torque can now process multiple files this functionality is not needed
and it was considered cleaner to only have one <database> per file.  So
the <appdata> tag no longer served a purpose.  It is a bug to still have
it, any further details you have that would help us eliminate it?
