Hi Russell,

We kind of anticipated this problem.  This is why the description to "Global
> Torque" reads:

    Please create Torque issues in the Source and
    Documentation child modules of this one.

I have just updated this and all similar modules to first say:

    DO NOT CREATE ISSUES IN THIS MODULE.

In addition to this there is functionality that supports moving an issue
over to a different module - I have just used this to move the indicated
issue, but as you have highlighted the attached files were not moved and
have thus been lost.  For now we should probably use copy rather than move
when attachments are involved so that the original issue is still available.

Christian: If you see this, can you please re-attach the two files that were
lost in the copy.  Sorry for the hassle.
