Microsoft doesn't seem to be offering it for directly download anymore
(either the beta or the release). There used to be an download link that
returned a 404, then a day or so later, the link was completely gone. 

However, I found this link on the a Microsoft SQL Server newsgroup:

I'm not sure whether it's beta or release; I saw no mentioned of beta in
the install, so I'm going to assume release unless someone corrects me.

I've been using it for a few days and it works great. I had been having
issues with the JdbcOdbcDriver from Sun; torque would build fine, but I
could never get it to work at runtime in an application (it kept saying
invalid sun...JdbcOdbcDriver). I switched over to the Microsoft one and
it immediately begin working perfectly (though I'll admit I may have
corrected some property file glitches when I moved to the MS version).
