Ok, I tried putting it in my tomcat/webapps/foo/WEB-INF/conf dir and Torque
still through its file not found exception.
So let me be more forthcoming with specifics:
I have a servlet that gets loaded on start that calls
Torque.init("foo.torque.properties");
This servlet is in a .jar file in my webapps/foo/WEB-INF/lib dir along with
the torque jars.
Is this a little more helpful?

I believe they belong in WEB-INF/conf.
