Unsure about the proxy properties - I haven't seen those before.  Torque
includes an entity resolver which should use a locally available copy of the
dtd.  There was some discussion a week or so ago on the list that the dtd
file may not have been included in the correct location.

One alternative is to remove the doctype declaration from your schema files.
The negative effect is that your schema file will not get validated against
the dtd, but it should get you past this problem.
