You might find Jetspeed a useful example application. It isn't very small
but by default it does have jsp files for things like the left hand menu, 
the top navigation bar, the footer, and so on.

Jetspeed comes as a WAR file and uses HypersonicSQL so it should be easy to install.

You can grab the source through CVS in the usual ways.
