Yep...Like an invoice and line data situation I was going to ask about...
Looking at the OM code I would...

instantiate and populate aCD and aProgram....

aCD.save();

while (condition...)
{
aProgram.setCdKey(aCD.getPrimaryKey());

aProgram.save();
}
