How to build API docs without CVS access

How do I build the API java docs for Turbine
without using CVS?

Strangely the build files and xdocs directory are missing 
from the turbine src download.

Would it be possible to add the build.xml file and xdocs directory
to the source distribution, so those without CVS access
can build up the Javadocs.
