Upgrade your version of Velocity. Many of the torque tasks are based on
Texen which is where the change was made to allow templates to be taken from
the JAR. This feature is still very new so be patient, there are still some
things to clean up but the TDK is using a Torque jar with the templates
within it and everything is working fine.
