All the turbine projects are moving toward using a central repository for
jars (${lib.repo} defined in your ${user.home}/build.properties file).

In the production release of turbine the jars are still in the repository
because the automated build system that we would like to use isn't finished.

The decoupled torque hasn't been release and it probaby won't until a number
of things are fixed in addition to the automated build system being
finished.

If you want to build any of the turbine projects than you must define
${lib.repo} and place all the jar files listed in the default.properties
file in ${lib.repo} in order for the build to work correctly.
