Is turbine-x.y.jar (where x.y is your version i.e. turbine-2.1.jar) in the
lib directory of your webapp (probably newapp)? If you downloaded the
source (from the cvs or otherwise) and not the tdk you, will have to
manually build the turbine-x.y.jar yourself.
