template.error setting do not work

I am using tdk 3.0a1.  

I set 
        template.error=/Verror.vm

in tb.prop   

I want all the Errors will show on the  Verror.vm  screen.    The used to work on 
previous version of TDK.  But now it not works. 

Any suggestion?
