It is not my site. I can think they use "parser" technology from http://www.parser.ru But I did significant amount of delelopment in HTML:Mason ( http://www.masonhq.com ) , where there are so-called "dhandlers", which come to live if there would be 404. I developed a site ( sorry, this one is in german , but you can see navigation working ) http://www.mei-gmbh.com ( actually there is one big "dhandler" which parses path info to get correct document ( out of DB ), and also navigation info ) Then there is a skin, and some pages generated statically using the same skin.
