VelocityECSLayout - your layout template is just the contents of the
BODY tag
VelocityOnlyLayout - your layout template is the entire HTML document
VelocityECSLayout is the default for Turbine 2, so this would explain
it. Try switching to VelocityOnlyLayout in TurbineResources.properties
(property services.VelocityService.default.layout)
