You should take a look in the TurbineResources.properties file. Within the Pullservice section you will find:
tool.request.flux=org.apache.turbine.flux.tools.FluxTool which means, that all Velocity Templates have access to the class FluxTool simply by using $flux in the template. And then, in the FluxUserList.vm you exactly have $flux.Users. (The same is true with the $link, $content, and $page objects). As already mentioned this method to generally provide a class in all templates is the PullService.
