Fulcrum originally consisted of the Services code in Turbine 2.1. It has only been recently ( < 6 months) that it, as well as Torque, was extracted from the Turbine code base. Currently, most of the work in both of those code bases is dedicated to whipping the code into shape for Turbine 2.2 and 3. Once everything is squared up then hopefully we'll get around to documenting the whole thing.
