By default, the intaketool and intake service are turned off in the TurbineResource.properties file. Just go into your TR.props file. Search for and uncomment these lines:
services.IntakeService.classname=org.apache.turbine.services.intake.TurbineI ntakeService and tool.request.intake=org.apache.turbine.services.intake.IntakeTool restart turbine and you should be good to go!
