The GETTING_STARTED.txt is clearly not up-to-date in the
official TDK 2.1.  You guessed correctly that
build.properties is where you want to make your edits.

Those properties are now determined automagically so they
were removed, if I remember correctly.

put your jdbc .jar in webapps/newapp/WEB-INF/lib

It's got the old coupled ancestors to all of the

Quite a few, but you should do a performance analysis
for yourself once you're further along with your app.
Turbine will very likely not be your performance
bottleneck.
