I use netbeans /forte using the remote debug feature.  I actually do not run tomcat 
within the ide.  I use ant to build and deploy my
web app.

I do the same thing for JBoss.  I remote debug this as well.

JBuilder is fine, but they charge $3k for remote debug capability that I get free from 
netbeans/forte.

I have only briefly looked at Eclipse, but from what I saw I really liked.  Just have 
not had time or motivation to switch yet.
