As far as I know, the situation goes something like this...

Turbine/TDK 2.2 will be released together with Torque 3.0.

TDK2.2b3 needs more testing and debugging, so it would be good if everyone 
could download it, test it and send in bug reports.  I downloaded it for the 
first time yesterday, and I have already noticed a few bugs (all I did was 
generate newapp and ant spat out some errors).  The best place to report 
bugs/issues with the TDK is Scarab (http://nagoya.apache.org/scarab/issues). 

The problem is that it seems the lead Turbine developers are busy on other 
projects these days, so what we really need is some other experienced 
developers to start sending in patches rather than just bug reports.  I just 
finished checking out all the turbine-* modules out of CVS and I'll be trying 
to track down the bugs that I find in the TDK over the next couple of weeks, 
so hopefully I'll be able to make some progress.

I have no idea when the release of Torque 3.0 will happen; see:

You could always email the turbine-torque-dev mailing list to get more 
information about this...  I am not sure if they even have a release plan.
