velocity errors when running ant target project-om...why?

Greetings:

I am trying to add a few new tables to an existing db. In the past the advice to modify the project_schema.xml, then execute the project-om target in Ant always worked for this but now I'm getting perplexing errors like "the error occurs because the resourceLoader cannot find the file "VM_global_library.vm" when I try this. Why is velocity involved here at all?

Anyone else encounter this? I tried removing the xercesImpl.jar from the ANT_HOME/lib directory, as someone had suggested to me, but this doesn't help in this case.
