Could it be that the tool is getting initialized before the service? Is
there a way to initialize the tool manually from a template file or screen
file instead of at startup so that I can make sure there isn't a
synchronization issue? I could extend the TurbineIntakeService and
IntakeTool classes to debug, etc, but that will be more involved.

If you validate the xml file against the intake dtd, this will pick up 
any mistakes you may have made.

Try removing the appData.ser file from the WEB-INF directory.
