Could it be that the tool is getting initialized before the service? Is there a way to initialize the tool manually from a template file or screen file instead of at startup so that I can make sure there isn't a synchronization issue? I could extend the TurbineIntakeService and IntakeTool classes to debug, etc, but that will be more involved.
