Sounds like a job for RawScreen.
See the Turbine API documentation for org.apache.turbine.modules.screens.RawScreen. It describes how to set the mime type and the content for your request.

We're trying to implement a solution in T2.2 whereby we send data to the
browser in CSV form. Although we do have a working solution I'd be
interested to hear how others are doing this.
For example we're making direct use of the RunData.getResponse(); method but
this seems to be throwing an IllegaleState Exception claiming that the
method has already been used??
Any other ways we can achieve this??
