If you wanted 1.3-dev you could get it from the maven repository:

What I am saying is that I experienced an intermittent problem running with
the 1.3-dev from the maven repository, but that these problems appear to
have been resolved by subsequent changes to regexp that exist in the cvs
source repository for the regexp project.

My recommendation is to check jakarta-regexp out from cvs and to build the
jar yourself - this will give you the latest updates (it will still be
called 1.3-dev).

Alternatively you can just see how you go with 1.2 (as I said, the problem
occurred with 1.3-dev, not sure if it is there with 1.2).  If I recall the
problem showed up as an exception that occasionally indicated that a regexp
that was usually fine was malformed.
