You might try deploying it as an exploded application, not as a war file. We've had troubles with the properties files (deploying to WLS). To work around, we currently deploy an exploded application. Seems to work for us. The problems was related to getting a resource within a war file (even though the app servers explode it, i don't know that it's reliable to be exposed in the way turbine uses it). I don't remember the specific java call that was causing the error, anyone else?
