Axis Soap and Turbine is very simple to set up,

To get Axis running with a turbine application I did the following:

1) copy the Axis distribution jars to the turbing lib directory
2) copy the server-config.wsdd to the WEB-INF directory
3) make the relevant relevant changes to the web.xml file in the
WEB-INF, basically copy and paste from the axis distribution one into
the turbine one.
4) restart tomcat.
5) deploy your axis services through the deploy.wsdd file (see axis
distribution for examples)
6) after deploying your soap services you sould see them on the services
page (see below)

After Restarting the application check that the relevant servlets have
started, you can check to see if all is working by browsing to
http://yourserver:8080/app/services/ you should see some standard
services listed, and by clicking on them you should get the service
details and wsdl, if they don't appear then check your logs.  What I
have done for all my soap services is created a Facade class under
turbing for each group of my services (i.e. searchservices, adminservice
etc) I want to have and then expose the relevant operations (i.e.
doSearch etc) from each of the classes, these operation are then using
the standard turbine services.

I have been running like this for the last 9 months on a project that is
using php nuke as the front end and turbine/Axis as the backend for our
local non-profit community portal, (http://www.mysouthwest.com.au/ under
SWIM if anyone is interested), it's a business directory using
lucene/turbine as a search engine and online RFQ system for the
community and local businesses.  Turbine handles sending out the RFQ's
via FAX, SMS and email, while lucene handles the organisation searching.
The next stage is WAP interface to these existing soap services.
