You can fetch it from the <a href="http://jakarta.apache.org/builds/jakarta-turbine/release/";>Turbine release repository</a> . Search for the directory with the latest version, and download the file tdk-2.1.tar.gz (preferred choice for Unix systems), or tdk-2.1.zip (for Windows systems this may be more practical).
The link you sent has tdk in, while I don't see that on the page.
