class not being found

Hello, I am having trouble with turbine locating my module packages. I
put the  GLOLogin.java file in the actions directory as well as set my
CLASSPATH  but I still get the following error:

            Exception:  java.lang.ClassNotFoundException: 

            Requested Action not found: GLOLogin

            Turbine looked in the following modules.packages path: 

            [com.interfirst.glo.modules,
org.apache.turbine.flux.modules, org.apache.turbine.modules]
