Interesting.. Not sure why you are having build problems.. If you check this dir: http://jakarta.apache.org/turbine/repo/opensymphony/jars/ you will see all the dependencies.
Additionally, your project.properties should have this line at the top: maven.repo.remote=http://www.ibiblio.org/maven/,http://jakarta.apache.org/tu rbine/repo that tells maven where to look... It seems to be downloading some jars from the turbine/repo directory.. As a work around you can just put them in the correct places... I am using Maven RC2 snapshot, you may want to try that.. RC2 is officially released I believe in the next week or so...
