You could add a refresh method to Intake.. What is the usecase that would require this? I can see two approaches..
1) Add a refresh/reparse method that you could call that would do it. 2) Add an option where before each useage of intake, it would check the intake.xml versus the serialized version to see if anything changes. This would be an optional value that would be useful in development. A patch would be welcome, please look at http://jakarta.apache.org/turbine/fulcrum/fulcrum-intake/index.html, as this is where future development of Intake has moved, versus the turbine core. (it is integrated already into T2.4).
