When something is down, you should do a traceroute to see where it is
stopped. If you had done that, you would have seen something like this:

notice that the route within BBN's network suddenly changed at hop #5.
sending an email to the mailing list is a not so bright idea considering
that it is hosted on the same network as the rest of the system, in other
words, it wouldn't have gotten through if it was down.
