The Service Framework was implemented after a lot of other stuff was already
implemented. On top of it, there was a month or so that it was unclear what
the future of the Service framework was because someone decided to throw up
a proposal and then disappear from the list.

Stuff like the database connection pool, email, etc should all eventually
become services, essentially anything that is Singleton based...it would be
great to add this to the TODO list...
