[VOTE] give Nissim CVS write

I think we should give Nissim CVS write - he's worked really hard to
keep reworking his patches for the Peer stuff to deal with various
(sometimes conflicting) objections, and will soon have cdone the work to
get Turbine working properly with Postgres.

(I know I'm not actually in a position to give him a CVS password - but I
can still propose it right?)
