setPerm like function for Service

Hi ,

I would like to use setPerm like function for service.
For example
I have a system dictionary and it will be updated by users contineously.
When System downs I would like to save it to DB and when System starts I
would like to get it from DB
like a setPerm in a User Object.

How can I do that ??
