Hi Kevin,
This is a faq now, and really more of a documentation problem. I'm
going to fix the war-webmacro document right after I send this mail.
I'm pretty sure that the problem you're having is because you have the
webmacro (and other turbine) jars in the tomcat/lib dir, and in the
WEB-INF/lib dir. Remove all of the turbine related jars from
$TOMCAT_HOME/lib, and restart the server and everything should be OK.
