If the admin modules are the same package ( org.apache.turbine.* ) why not
have it under src/java? Seems akward out there and really contains source
code, so it should be under src if it is to stay 'part of turbine'. We could
still build seperate jars if we wanted.
Otherwise it makes sense to completely remove it from the turbine tree
entirely and create another application ( like jyve ) but for turbine
administration that applications could just plug in. Just my 3 cents.
