I thought that might be the case and so I have tried various and all give
the same result except one from 22nd June. This one comes from the build of
two days ago, 20000716.tar.gz.
Should I take a build from somewhere else?

which version of Turbine do you use ? The OPaL code which was located in
org/apache/turbine/opl has been removed and you may have a transitionnal
non stable snapshot. _PLEASE_, update your turbine to a recent daily
snapshot, or, better, take it from CVS.
