Sure, Jakarta project has two of them:
http://jakarga.apache.org/regexp/index.html
http://jakarga.apache.org/oro/index.html
Some databases support regular expresions in where clauses too.
For example, under MySQL you can write:
SELECT * FROM Visitor WHERE FIRST_NAME REGEXP "Raf.{1,2}l"
to match both Rafal and Rafael :)
