No ChangeLog?

[Diethelm Guallar, Gonzalo]

There is no ChangeLog in the repository. Are we not
keeping track of changes in one centralized place?

What is the usual committing procedure? Should I
comment each file on the commit? Should I create a
turbine/ChangeLog file?
