For this setup you refer to the action as just AddUser. If you want to
refer to it as admin.AddUser then have the package of AddUser be:

com.maxware.test.admin.actions.admin.AddUser 

This is the kind of thing I did for the admin stuff I committed. I know
that package looks odd, having admin appear twice, but this seemed the
best solution at present (there have been some suggestions for enhancing
the modules.packages stuff, but as far as I know nothing has come of
them yet).
