This occurs because each of the loaders adds the default
"org.apache.turbine.modules" to the property modules.packages. I tried to
think of a quick fix, but did not come up with anything. It is probably not
that hard to fix, but it is only a minor problem that occurs when searching
for a class that does not exist. And in cases where we are trying to find a
class that exists, we cache the results.
But it is a bit ugly. Feel free to suggest a fix (patch.)
