Hello. Today I tweaked build.xml a little bit to accomodate it for using package.html files. I believe they will add value to our documentation, explalining what specific package is used for, and making navigation easy, especially for newcomers. I added package.html for org.apache.services package, because information how this stuff works was requested on the list, and I must admit that it may be a bit unclear in the first moment. It would be great if someone volunteered and prepared package.html files for the rest of packages. They could be just headings that show up in the API Overview page. Later, package authors could fill them in with more specific information.
