I agree. Unfortunately, I don't think that the reality.

side note...there are a few assumptions in the TDK that we need to remove:

#1. you can't assume that the webapp in the webapps directory is unjarred.
#2. you can't assume that you can write into the webapp directory.

we make both assumptions.
